Nearly 150 years ago all the World's cities set their own time. This way set to noon, when the sun was at its highest point in the sky, when viewed from that particular city.
For those cities neighbouring one another would set their clock slightly different for each other - if it were 6:00PM in New York City for example, it would be 6:12PM in Boston , because Boston is about 3 degrees east of New York City.
The small differences didn't matter too much until railroad travel became popular, and soon the system became awkward and inefficient.
Canadian railway engineer and planner Sir Sandford Fleming soon thought of official time zones in the late 1870s and in 1884, at an International conference in Washington, D.C. they were set. Divided into 24 time zones (as each day has 24 hours) each one a long strip from North Pole to South Pole, about 15 degrees of longitude wide and about one hour difference in time.
Today, the current World time is still set to this formula.
